The Wisconsin Community Development Block Grant (CDBG) program provides grants to local government for housing programs that benefit low and moderate income households.

With 10% down payment assistance
from the City of Two Rivers

The 0% deferred loans are secured with a second mortgage and you don't make any monthly payments (except for the renter rehab program). The loan must be repaid when you no longer live in the home, or when you sell the home.

Owner Occupied Rehab
This 0% deferred loan is for housing rehabilitation. Emergency repairs such as roof, furnace and hot water heater problems will receive priority. Income guideline apply.
Renter Rehab
This 0% installment loan is for landlords who have tenants who are low and moderate income. Monthly payments are required - other restrictions apply.

Home Buyer Assistance

This 0% deferred loan is available to pay reasonable closing costs and up to 50% of the required down payment (but no more than 10% of the purchase price). You must live in the home and provide $1,000 of your own money. This is a “matching” down payment loan of $1 of CDBG money to $1 from you or another source - up to 10% of the home purchase price.
